When can i change my tongue piercing?

So ive been back to the piercer he has put a shorter bar in im just wondering when can i change it myself?

I have mine done about 3 years now and after a month I went back to my piercer and got him to change it and was told after about 3 months once you have clean hands it's fine to change your self hope this helps
